The 2025 report of the British Parliament’s Intelligence and Security Committee on Iran represents one of the most significant policy texts contributing to the construction of threat narratives against the Islamic Republic within Western security discourse. The central question of this study is how the report, through its use of security-oriented language and discursive strategies, securitizes Iran and legitimizes policies of sanctions, pressure, and alignment with the United States and the Israeli regime.
The main objective of this article is to answer the question: “How does the UK Parliament’s report represent Iran as a multidimensional security threat?” The study employs Norman Fairclough’s model of Critical Discourse Analysis (CDA), which examines three interrelated dimensions: text, discursive practice, and social context.
Findings indicate that, at the linguistic level, the report is characterized by the use of threat-laden vocabulary and prominent security labeling. At the discursive level, Iran is represented as a multifaceted threat—nuclear, cyber, terrorist, and regional. At the socio-ideological level, Britain’s policies toward Tehran are portrayed as a security imperative rather than a political choice.
The results suggest that the report constitutes part of a broader process of Iran’s securitization by British authorities, which serves to consolidate Iran’s identity as a “threatening Other” and to shape London’s future policies toward containment and deterrence rather than engagement and cooperation.
