تحلیل راهبردی- امنیتی معادلات قدرت‌های جهانی در بستر ژئوپلی‌نومیک و تأثیر آن بر امنیت ملی ایران؛ مطالعه موردی: رقابت و نفوذ در اقیانوس هند

چکیده

جهان عرصه رقابت و همکاری بازیگران سیاسی- فضایی و کنشگران اقتصادی برای تأمین امنیت، حفظ منافع ملی و توسعه سطح رفاه است. یکی از مهم‌ترین عوامل دسترسی به این مهم، شناسایی، سیاست‌گذاری و به‌کارگیری قدرت در جهت دسترسی به مناطق راهبردی جهان است. داده‌های موجود گویای آن است که درآینده نزدیک، اقیانوس هند، به مرکز توجهات جهانی در قرن بیست و یکم تبدیل خواهد شد. این منطقه از جهان با عواملی همچون افزایش تجارت بین‌المللی، تغییرات جمعیتی، ادغام اقتصادها، مدرنیزه شدن بنادر و کشتیرانی، افزایش وابستگی قدرت‌های اقتصادی در تأمین انرژی و رشد منافع راهبردی قدرت‌ها مرتبط است. ازاین‌رو، اقیانوس هند به‌عنوان یک حوزه رقابتی شدید بین آمریکا، چین، هند و دیگر قدرت‌های جهانی پدیدار خواهد شد. به دنبال آن امنیت ملی ایران به ویژه حوزه امنیت دریایی نیز متأثر خواهد شد. این مسئله از نشانگان مهمِ گذار از ژئوپلیتیک سنتی و ورود به ساختار جدید ژئوپلی نومیک جهانی است. در این چارچوب، سوال اصلی این مقاله این است که مهمترین مسائل و موضوعات موجود در معادلات قدرت‌های جهانی در بستر ساختار جدید ژئوپلی نومیک جهانی با تمرکز بر اقیانوس هند کدامند و چه تأثیری بر امنیت ملی ایران خواهد داشت؟ یافته‌های این پژوهش که به روش توصیفی- تحلیلی صورت گرفته است، نشان می‌دهد که امنیت خطوط دریایی، دسترسی مطمئن به انرژی، رقابت چین و آمریکا، تنش‌ها بر سر منابع بستر و زیر بستر دریا و به دنبال آن شکل‌گیری ائتلاف‌های امنیتی از مسائل و موضوعات مهم در حوزه راهبردی اقیانوس هند می‌باشند که تأثیر مستقیمی بر امنیت ملی کشور به ویژه در حوزه اقتصاد دریایی و بازدارندگی نظامی در بستر دریا خواهد گذاشت.

چکیده [English]

The world is the arena of competition and cooperation of space political and economic actors to ensure security, maintain national interests and develop the level of welfare. One of the most important factors to reach this goal is to identify, make policies and use power to access strategic areas of the world. The available data show that in the near future, the Indian Ocean will become the center of global attention in the 21st century. This region of the world is related to factors such as increasing international trade, demographic changes, integration of economies, modernization of ports and shipping, increasing dependence of economic powers in energy supply and growth of strategic interests of powers. Therefore, the Indian Ocean will emerge as an area of ​​intense competition between America, China, India and other world powers. After that, Iran's national security will be affected, especially in the field of maritime security. This issue is one of the important symptoms of the transition from traditional geopolitics and entering the new structure of global geopolinomics. In this framework, the main question of this article is what are the most important issues and issues in the equations of world powers in the context of the new global geopolinomic structure focusing on the Indian Ocean and what effect will it have on Iran's national security? The findings of this research, which was carried out in a descriptive and analytical way, show that the security of sea lines, reliable access to energy, the competition between China and the United States, tensions over sea and subsea resources, and then the formation of security alliances are important issues. They are in the strategic area of ​​the Indian Ocean, which will have a direct impact on the country's national security, especially in the field of maritime economy and military deterrence on the sea.
