Structural change based on the security perception of the crisis and identifying the causes and factors that create the crisis at the domestic, regional, and international levels, and creating new security structures to predict, see, confront, and ultimately repair the critical atmosphere in security agencies and institutions, is essential to confronting security crises.Modern technology-based security environments require new security structures to predict, prevent, and confront threatening security factors and elements at the domestic and foreign levels.In this research, we seek to design a new security structure in government agencies and institutions to prevent the occurrence of a technology-based security crisis.To achieve the research objectives, we will use a descriptive-analytical method to examine the fundamental concepts of security and existing security structures, and then, by analyzing successful international security experiences, we will present effective solutions for designing new security structures.The findings of this study show that security organizations and institutions should create the necessary platforms for planning new security structures by adopting innovative approaches and rapidly adapting to environmental changes in the context of advanced security technologies and strengthening inter-organizational and trans-organizational cooperation with technology-based security institutions.Security institutions can promote and strengthen modern security structures by investing in security research, training and empowering human resources, and creating cyber security structures.
