Considering the dynamic and complex environment and the confrontation with big data in today’s battlefields, the need for a fundamental transformation of the traditional approach, a reduction in reliance on human resources with inherent limitations, and comprehensive intelligentization in the field of signals intelligence across the dimensions of data, technology, people, and organization is felt more than ever. Information superiority within an integrated command and control network is one of the most central dimensions of enhancing the combat capability of the armed forces. Accordingly, this research sought, through an intelligentization-oriented approach, to identify a strategic pattern for transformation in the field of signals intelligence. The research objective is applied–developmental in nature, and in terms of methodology it is qualitative, conducted using the grounded theory method based on the Strauss and Corbin model. The final research model consists of six main components: eight causal factors, including the integration and automation of signals intelligence processes, management of the massive volume of signals intelligence information, improvement of human resource productivity, achievement of comprehensive and real-time information superiority, and support for integrated command and control network operations; eight contextual factors, including the development of ICT infrastructures, standardization, open architecture, and the development of cybersecurity; seven intervening factors, such as limitations in technological capabilities and financial challenges; eight dimensions of intelligentization, including intelligent ELINT and COMINT systems, emerging technologies, decision-support systems, and data-centricity; and finally, the strategies, implementation requirements, and consequences of the model.
