The impact of environmental hazards on military geography is an issue that modern armies always pay attention to, However, the possibility of using water as a weapon is a case that has been less discussed, In other words, it is possible that a country upstream of a river wants to put pressure on the downstream areas by blocking or restricting water resources or trying to gain benefits in line with political-military goals.
The focus of the current research is on the downstream region of the Tigris and Euphrates rivers. Examining historical examples during the early civilizations and then the late 20th century shows that political-military goals have increased the effects of water scarcity and drought in this region. According to the findings of the research, the life and livelihood of the people downstream of the Tigris and Euphrates rivers depends on these water resources, which increases when the rainfall decreases and the air temperature increases. This situation has usually become a tool for the ruling power upstream of the rivers to achieve their political-military or even economic goals. In the new period of Turkey's Gap project, it is one of the other cases that has been operated on the sources of the Tigris and Euphrates and has caused many crises in Syria and Iraq. The findings obtained through the content analysis method show that Turkey seeks to achieve its political-military goals by implementing the Gap project regardless of the consequences of water scarcity and waterlessness in the downstream areas.
