the full realization of foreign trade programs is not only based on the country 's domestic orientations , and it is effective on how countries ' interactions and behaviour are facilitating or threatening foreign trade . in addition to these unexpected volatility of trade exchange rate , trade balance could be the source of some problems . ~~~ furthermore , some countries that have the world 's currency may use this opportunity against other countries with which they are enemies and by imposing sanctions against foreign trade should create them . so countries have provided various solutions to prevent the formation of money problems in the foreign trade route . one of these solutions is the two or multilateral foreign exchange treaty that the implementation of this policy in the conditions of foreign exchange volatility can give immunity to trade between countries and threaten them under threat and threatening conditions . this research seeks to explain and extend the concept of multilateral multilateral treaties and its importance in the conditions of sanctions and threats . ~~~ in addition to the world experience , it is the question of whether it is necessary to conclude bilateral and multilateral treaties in terms of sanctions and economic threat ? to answer this question , this assumption has been evaluated that in the case of bilateral contracts , the creation of bilateral contracts is one of the necessary policies for foreign policy .
